This event is listed under Glam--> Style Upgrade. Start by selecting an upgrade and collect the first Plain Outfit from your newsfeed or while you socialize. Each upgrade will need different number of Gems and you have to send/receive them from your sisters as a grab bag gift (Max 5 gems a day). The 5th and last update will cost you Brownie points.

my style update glam wont let me do it it only says stay tuned .. do u know why i have this problem?

It's not there yet for me :( but I am at a really high level. Wtf? Sucks :( I'm super eager.
I'm level 206 and still don't have it so I don't think it depends on Level. There aren't that many of us above 200.
